Freight Performance Measures (FPM) The FHWA’s Office of Freight Management, in conjunction with industry stakeholders, is currently developing performance measures specific to freight transportation. Freight performance measures (FPM) can help identify where transportation improvements are needed and to evaluate their effectiveness. Border crossing delays and truck travel time in freight significant corridors are two areas of research that FHWA are focusing on. FHWA has partnered with several organizations to develop performance measures for many of the nation’s highways.
